Prior to his appointment as Acting Chief Executive of the Capital Markets Authority Kenya, Paul Muthaura was the Director for Regulatory Policy and Strategy.
In this role he coordinated the Strategy and Planning; Research and Product Development; Investor education and Public awareness as well as Legal framework development functions of the Authority.
In his time with the Authority he has also held positions as the Head of Legal Framework and Head of Enforcement.
Muthaura is an ex officio member of the Boards of Directors of the Retirement Benefits Authority and the Insurance Regulatory Authority.
In addtion, Muthaura sits on the Consultative Committee of the East African Securities Regulatory Authorities (EASRA) body which coordinates securities regulation within the East African Community Member States.
Muthaura is also a member of the Regional Consultative Group for Sub-Saharan Africa of the Financial Stability Board.
Muthaura has previously worked with the General Secretariat of the International Organization of Securities Commissions (IOSCO) based in Madrid, Spain as an Emerging Markets Advisor.
Before moving into the regulatory industry Muthaura was a senior commercial associate with the law firm of Daly and Figgis Advocates.
Muthaura is an Advocate of the High Court of Kenya and is the holder of a Bachelor of Laws degree from the University of Warwick, a Masters in Banking and Finance Law from the London School of Economics and Political Science, a Masters in Philosophy from the Maastricht School of Management and is currently undertaking a Doctorate in Business Administration at the Maastricht School of Management.
In 2011, Muthaura was invited to join the Leadership for Change in Africa Programme of the Africa Leadership Institute (ALI).
